The idea with Bookworm's Spectacles isn't to get skills developed further but faster up to a certain level (i.e, three stars). After this, there is a chance that the spectacles will help you improve your skill faster.

Once you reach the point where normal skill studies won't give you any progress, the spectacles still have a chance to help you progress although it will occur most randomly. Whether you chose to spend time on it or not is entirely up to you.

This special item can help you improve your skill a little faster by randomly increasing the percentage you gain with the updates if you are wearing it while you've selected improve skill as a career focus.

It also makes it possible to improve your skill beyond 4,78 stars with the improve skill career focus. Though you can always get a failed update by luck.
